OPID Registration

As one of ten agencies within the U.S. Department of Transportation (DOT), PHMSA works to protect the American public and the environment by ensuring the safe and secure movement of hazardous materials to industry and consumers by all transportation modes, including the nation's pipelines. PHMSA provides the DOT a modal administration focused solely on its pipeline and hazardous materials transportation programs. Through PHMSA, the Department develops and enforces regulations for the safe, reliable, and environmentally sound operation of the nation's 2.3 million mile pipeline transportation system and the nearly 1 million daily shipments of hazardous materials by land, sea, and air.

The Office of Pipeline Safety (OPS) is the Federal safety authority for ensuring the safe, reliable, and environmentally sound operation of the Nation's 2.3 million mile pipeline transportation system. OPS administers DOT’s national regulatory program, developing regulations and other approaches to risk management to assure safety in design, construction, testing, operation, maintenance, and emergency response of pipeline facilities ensuring the safe transportation of natural gas, petroleum, and other hazardous materials by pipeline.
The OPS program consists of:

  • Regulatory Development
  • Enforcement Program to monitor and enforce compliance with pipeline safety regulations
  • Grants program to strengthen public participation in pipeline safety matters
  • Risk Management Programs
  • Data Analysis

The Office of Hazardous Materials Safety (OHMS) is the Federal safety authority for the transportation of hazardous materials by air, rail, highway, and water with the exception of bulk transportation of hazmat by vessel. OHMS promulgates a national safety program to minimize the risks to life and property inherent in commercial transportation of hazardous materials.
The OHMS program consists of:

  • Evaluating safety risks
  • Developing and enforcing standards for transporting hazardous materials
  • Educating shippers and carriers
  • Investigating hazmat incidents and failures
  • Conducting research
  • Providing grants to improve emergency response to incidents
